He be awarded the following awards: 

 

1. The Presidential Unit Citation (PUC) – administratively 
corrected. 

 

2. The Republic of Vietnam Gallantry Cross with Palm (RVGC w/P) 
– administratively corrected. 

 

3. The Air Force Outstanding Unit Award with three Oak Leaf 
Clusters (AFOUA w/3 OLCs) – administratively corrected (AFOUA 
w/1 OLC).

APPLICANT CONTENDS THAT: 

 

He believes he is entitled to the contested awards. 

 

In support of his request, the applicant provides documents 
extracted from his military personnel records.

STATEMENT OF FACTS: 

 

On 31 July 1975, the applicant was relieved from active duty and 
retired on 1 August 1975, in the grade of master sergeant. He 
served 20 years, 10 months and 3 days on active duty. 

 

AFPC/DPSIDR verified the applicant’s entitlement to the PUC, 
AFOUA w/1 OLC, the Vietnam Service Medal with two Bronze Service 
Stars (VSM w/2 BSS), and the RVGC w/P.

AIR FORCE EVALUATION: 

 

AFPC/DPSIDR recommends denial of the AFOUA w/3 OLCs. DPSIDR 
states after a review of the applicant’s military personnel 
record and the Air Force Pamphlet (AFP) 900-2, they were unable 
to determine his entitlement to the AFOUA w/3 OLCs. The 
applicant was never directly assigned to the 81st Training Wing, 
the 351st Strategic Missile Wing, the 62nd Military Airlift Wing, 
and the 380th Bomb Wing. However, they were able to verify his 
entitlement to the AFOUA w/1 OLC for his service with the 351st 
Civil Engineering Squadron and the 380th Civil Engineering 
Squadron. The applicant was directly assigned to these squadrons 
during his active duty from 28 September 1954 to 31 July 1975.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

On 21 September 2010, a copy of the Air Force evaluation was 
forwarded to the applicant for review and comment within 30 days 
(Exhibit D). As of this date, this office has received no 
response.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. The applicant’s 
contentions are duly noted; however, after reviewing the evidence 
of record we agree with the opinion and recommendation of the Air 
Force office of primary responsibility and adopt its rationale as 
the basis for our conclusion the applicant has not provided 
evidence showing his entitlement to the AFOUA w/3 OLCs. Other 
than the administrative corrections (PUC, AFOUA w/1 OLC and the 
RVGC w/P) made to his records, we find no basis to recommend 
granting any additional relief.

The applicant be notified the evidence presented did not 
demonstrate the existence of an error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
